There are only two ways to build a fence on a slope. Stepped fencing keeps each panel perfectly level and drops it down the hill like a staircase, which leaves triangular gaps at the bottom where the ground falls away. Racked (also spelled raked) fencing angles the rails so the fence line follows the grade, with no gaps. Racked almost always looks better and seals the bottom — but it costs more because every section is custom-cut to the slope. Before you talk to anyone, it helps to know which method you're picturing. Here's how the two approaches compare on the things homeowners actually care about:

Stepped fencing
With a stepped fence, each panel or section stays horizontal and the whole panel is set lower than the one before it, so the fence marches down the hill in level segments. It's the natural fit for materials that come as rigid pre-built panels — most vinyl and aluminum fencing, and pre-assembled wood panels — because those can't bend to the grade. The trade-off is the gap: under the downhill edge of each level panel, the ground drops away and leaves a triangular opening.
Racked (raked) fencing
A racked fence is built so the top and bottom rails tilt to match the slope, and the pickets hang vertical (plumb) off those angled rails. The result is a fence that hugs the ground in one continuous line with no stair-stepping and essentially no gaps. Racking is easiest with cedar and other wood built on-site picket-by-picket, where the angle can be cut to whatever the grade demands. Some vinyl and aluminum systems offer a limited "rackable" range, but wood is the most flexible by far.
How slope changes the build — and the labor
The method is only half the story. On any graded lot, the part that quietly drives the price is the posts. On a flat run, posts go in fast: same depth, same height, repeatable line. On a slope, every post has to be measured and set individually to the changing grade, and posts frequently go deeper to stay plumb and to resist soil that wants to creep downhill over time.
That individual attention is slow, skilled work, and it's the single biggest reason a sloped job lands higher than a flat one. Add a racked build on top — where rails and pickets are custom-cut to the slope angle — and the labor stacks up further. None of that is padding; it's what it takes for the fence to stand straight and last on a hill.
The gap-at-the-bottom problem (and how to close it)
If you go stepped, the triangular gaps under each panel aren't just cosmetic. They're the number-one complaint from Portland homeowners with pets — a determined dog squeezes under the low edge, and so do the raccoons, possums, and neighborhood cats that the metro is full of. If keeping animals in (or out) is the point of the fence, those gaps undermine it.

If a stepped fence is the right call for your material or budget, the gaps can still be closed. Common fixes:
- Kickboard / rot board. A wide board along the bottom that drops with the grade and covers most of the triangle while also protecting pickets from ground moisture.
- Custom filler pickets. Short angle-cut pickets that fill each gap individually — clean but labor-intensive.
- Gravel mow strip or stone. A band of gravel or decorative stone under the fence line that blocks digging and tidies the edge.
- Grading. Reshaping the soil so the ground meets the fence — only practical on gentler slopes.
Why this matters so much in Portland
Portland is a genuinely hilly city, and that's not evenly spread. The west side — the West Hills, parts of Southwest, and into the Tualatin Mountains — is steep enough that a perfectly flat backyard is the exception. On the east side, the climb up toward Mount Tabor, Rocky Butte, and the Alameda Ridge puts plenty of inner-eastside yards on a noticeable grade. If your lot rolls, you are firmly in slope-fencing territory.
Soil compounds it. Much of the inner east side sits on dense clay, and clay on a slope is its own challenge: post holes are harder to dig, and saturated clay through Portland's wet winters can shift, which is exactly why slope posts get set deeper. Outer-east and Cascades-adjacent neighborhoods add rock to the mix. The grade and the ground together are why two Portland yards of the same length can quote very differently.
Don't let anyone "stretch" a flat panel across a slope. Forcing level pre-built panels onto a graded run without proper stepping or racking creates oversized gaps, racked-looking posts, and a fence that fails early. On a real slope the build has to be designed for the grade — stepped or racked — not improvised.
The slope cost premium
So what does a hill actually add? As a planning rule, expect a 10–25% premium over a flat run of the same length and material. Gentle, even grades sit at the low end; steep, irregular, or clay-heavy slopes — plus the choice of a fully racked build — push toward the high end. The premium covers the individual post-setting, deeper holes, more concrete, and (for racked) the custom cutting.
